Preheat oven to 400 degrees. Heat a large skillet. Add oil. When oil has warmed, add potatoes. Add green onion, sprinkle with salt and pepper and cook until soft. Beat eggs and milk together. Remove pie plate. Top with pepper, then cheese and lastly egg and milk mixture. Bake 45-50 minutes until set and golden. Cool slightly and cut.
