My wife and I have gone there many times. I agree that the portions have gotten smaller, but the food has consistently been really good.
It is our favorite breakfast place in the area.

I love the food, the home fries, the wonderfully soft (but not too soft) scrambles - but when I tasted the coffee, I thought the big can it came from had been refilled with hot water to clean it and had only accidentally been placed in the guest area. Seriously.
Don't ask for extra toast. Just learn to live with the two halves you get. The servers make the toast, and by making any change to their routine, you jeopardize your toast in general.

I've been meeting folks for breakfast at Jimmy Beans for 5 years now and it's always a "go back" place simply because its so convenient for people coming from Marin and points north to jump off I-80 and hook up for a coffee, bagel or full scale breakfast with pancakes, veggie tofu scramble, etc. In fact their scramble and potatoes are so good, I've started making it at home that way complete with the three tasty sauces they add on the side.
Over time I have seen the portions diminish but it's still a good value and a nice atmosphere for business or personal meetings.
(P.S. I don't drink coffee but it's self-serve so I think you may actually "refill at will".)
