I think a 3-egg rating is too low for Cousins, compared to the other ratings I see at this site. Cousins' food is better than any of the 4-egg-rated restaurants listed under Tigard, for instance. The decor is corny - but in a friendly, campy way. (I think the intent was not to be camp....) The service is very friendly. The portions tend to be huge - I think they are too large, but many customers prefer big portions. For the past 10 years I have travelled much of Oregon in the course of my work, and I think Cousins is in the top 10% of breakfast establishments, considering the overall experience.

It's country-themed, with fiberglass animals outside. When you step through the door, you hear a barnyard animal noise. Odd decor featuring large scale wooden trains. Breakfast was okay, servings were large, staff was friendly. Pretty bad coffee, but they bring a thermal pitcher of it so you don't have to worry about a waiter messing up your cream ratio. Corny self-published country wisdom book at every table to encourage you to buy it at the gift shop.
