Roxy's is a 24-hour hole in the wall in a most interesting neighborhood without street lights. There is a very narrow aisle between the counter seats and a rather long line of booths.

So why a high rating?

The menu is rather long but has nothing particularly unusual beyond things like an onion omelet and sardine sandwich with the can.

We just found the waitress particularly accommodating ("you would prefer the pastrami in an omelet? No problem") and things done right in a friendly atmosphere.
